Elven *invisibility* cloaks bugged?

hi.
Elven cloaks descriptions say +luck, and it shows up in c h h

Elven cloaks of invisibility *also* say +luck in descriptions, but Luck does not show up in C h h (have checked with 2 diff cloaks)

Is that on purpose, or an oversight?
