IRC bot

I've seen mentioned in a few places about an IRC bot. Having looked through the git repository I assume it's stored somewhere else - is it accessible to mere mortals? 
I run a TomeNET server for myself and my kids, and we're expanding it out to friends and such to join as well, and I'd like to utilize the features I see mentioned about the IRC bot to be able to communicate with those in-world while I'm doing things like working.
