Except the elder gods, anyway. But they should be able to summon one another. Cthulu should be able to summon Nyarlathotep, for example.

I completely agree with this. I find that many monsters can summon RW that are far too low level.
If it were up to me, I'd go even one step further, and make it so monsters without the SUMMON_UNIQUE ability cannot summon unique monsters.
If you guys don't think this is a good idea, then could someone explain the summoning process?

I could see a few uniques being able to summon Ring Wraiths also. I think Ring Wraith summoning needs to be restricted though. Maybe add a new S_Ring_Wraith Flag. Then only allow creatures with this flag to summon Ring Wraith.
