Sheriff at Bree & guards at other cities // thiefs mechanics

There are a lof ot thiefs in Bree. I like thiefs but their life too easy. Its close to scumming. Another problem - some people could use several characters to steal. Now you steal something and you could just wait a bit - its too easy and passive. It would be more interesting if you have to run from catching after unlucky stealing attempt.

Idea:
To create a friendly-NPC - Sheriff, who would walk around at daylight. He could patrol city (make a trigger for it) and return to Mayor office once per 5 minutes. He is able to catch thieves if they come too close and fine them if they was caught (1000g*level). If person cant afford fine - you have to go to jail for (0.5*level minutes).

Also nice to do:
- After each crime Sheriff running towards shop where was stealing, trying to catch a thief.
- Sheriff could see invisible if would be more close.
- Also its nice if Sheriff would take cursed-low lvl items from the ground and destroy it (to clean location).
- You could talk with Sheriff and become his helper - to catch thiefs and fine them (too advanced idea, but why not to propose :)
- Of course, Sheriff has a feather worn in their caps (c) J.R.R. Tolkien hehe
