[suggestion] prevent end-game lvl cheezing from the surface (lvl scumming)

Finally I played some of 'end-game' TomeNET and I found that there is major problem with cheezing.

Description of problem:
At ~50 lvl player has to start hunting for endgame bosses before going to Sauron/Morogth. There is very easy and safe (but #$%@in boring) way to do it - cheeze 'right' lvl from the surface - from Lothlorien or at 58 44 (Mt.Doom).

So you go to the Angband from safe surface of Lothlorien (ok, there could be extra-rare grand swordsman spawn, but I didn't saw it yet).. You go up and down, up and down. Thats way you could get all uniques up to lvl 87 (67 is Angband lvl + 20 lvls for OOD bosses).

After it you could go to Mt.Doom and get rest of them (85 lvl MtDoom + 20 OOD). And everything from safe surface.

It's not TomeNETish style of gameplay.

Possible variants of solution:

There are could be several different approaches to solve this problem, but in general our goal is to prevent player to go back to Lothlorien right after he went to -50. So when you > from the surface....

1) ...you appears at -100 depth stairs (you 'skip' floor).. So after you use stairs < from there - you would appear at -50 (could be implemented like hardcoded '/rec -100' which works right after you used '>' at surface)
2) ...you can't go back to the surface for 5-10 seconds. It would make staying at -50 dangerous and player would try to avoid it and go deeper asap
3) ...you do not have stairs under you (it's like you used Word of Recall spell from the surface to -50 and appeared in random place). So you have to find stairs to go back to the surface
4) make -50 lvls more static then others (like they stay static for 5 minutes). It would make people go hunt at deeper lvls

I personally like variant #4 as the most painless (yep, TomeNET is hardcore enough).

Another approach could be to prevent OOD mobs spawns at -50.. But it would make it even better scumming place for players who wish to avoid bosses and want just farm regular monsters (would make -50 very safe spot and it's wrong approach).

This problem left us stair-scumming not on the surface, but at the dungeon (from -100 to -150). But as it's much more dangerous (like appearing on stairs in the vault sometimes...), it's not crucial problem.. But we also could think about it, to make a brainstorm
